The Role of Education in Promoting Social Cohesion and National Integration

Abstract

This paper examines how education systems can strengthen social cohesion and national integration by expanding equitable access, improving learning quality, and embedding civic and peace education. Drawing on comparative evidence from South Asia and global practice, we develop a framework linking inclusive schooling, language-of-instruction policy, teacher professional development, and digital/public–private partnerships to civic trust, intergroup tolerance, and shared national identity. We argue that reforms must be sequenced with attention to fiscal constraints and sub-national disparities, and we propose a measurement toolkit combining standardized learning outcomes with social cohesion indicators (trust, tolerance, participation). Policy implications include progressive financing, targeted catch-up programs, culturally responsive curricula, and data systems that track both learning and cohesion outcomes
