Abstract

Public administration reforms are crucial for ensuring effective governance, transparency, and sustainable development in emerging economies. This study examines the relationship between administrative reforms and governance efficiency, focusing on institutional restructuring, digital transformation, decentralization, and accountability mechanisms. The paper highlights that reforms driven by evidence-based policymaking, technology adoption, and citizen participation enhance governance outcomes. Conversely, reforms that ignore local socio-political contexts risk inefficiency and institutional resistance. Through a comparative analysis of South Asian economies, particularly Pakistan, India, and Bangladesh, this study identifies key determinants of reform success, including leadership commitment, bureaucratic adaptability, and fiscal decentralization. The findings contribute to ongoing debates on governance innovation and administrative modernization, offering policy recommendations for effective reform implementation in developing regions.
