Public Sector Management Reforms: Challenges of Accountability and Transparency

Public sector management reforms have become an essential element in promoting good governance and efficient service delivery in developing countries, including Pakistan. Despite major reform initiatives, challenges related to accountability, transparency, and institutional integrity persist. This study explores the dynamics of reform implementation in Pakistan’s public sector, focusing on institutional design, bureaucratic behavior, and digital governance mechanisms. The research emphasizes the role of transparency frameworks, anti-corruption bodies, and e-governance tools in reducing administrative inefficiencies. It concludes that sustainable reform requires not only policy innovation but also behavioral transformation within public institutions.
