Behavioural Factors Influencing Public Compliance with Government Policies

Abstract

Public compliance with government policies is a fundamental requirement for effective governance, successful policy implementation, and the achievement of national development objectives. Although governments possess legal authority to formulate and enforce policies, the existence of laws, regulations, and penalties does not automatically guarantee that citizens will follow them. Public compliance is influenced by a complex combination of behavioral, psychological, social, institutional, economic, and communicative factors that shape how individuals understand government decisions and respond to policy requirements. This article examines the major behavioral factors influencing public compliance with government policies through a conceptual review of literature from behavioral public administration, political psychology, regulatory governance, and social psychology. Particular attention is given to political trust, institutional legitimacy, procedural and distributive fairness, social norms, collective identity, risk perception, perceived policy effectiveness, policy clarity, administrative convenience, incentives, and enforcement credibility. The discussion indicates that citizens are more willing to comply voluntarily when they perceive public institutions as honest, competent, transparent, and committed with the collective interest. Trust in government reduces uncertainty, increases acceptance of official information, and encourages cooperation, particularly during emergencies or situations requiring personal sacrifice. Institutional legitimacy further promotes compliance by creating a moral belief that public authorities have a rightful mandate to make and implement decisions. Procedural fairness also plays a critical role, as citizens are more likely to accept policies when decision-making processes are inclusive, transparent, respectful, and consistently applied. Social norms and community influence shape compliance by informing individuals about behaviors considered common, responsible, or socially approved. Likewise, risk perception and perceived policy effectiveness affect whether citizens consider a policy necessary and whether they believe their actions can contribute to meaningful outcomes.
